we'll show you pictures that came out of the portland area. and we've seen dozens of pictures like this. cars on ice-glazed roads. 50 to 60 cars are behind an icy accident. 25 cars had to be towed away from that. the rest of them were able to drive away. let's look at a train derailment after a mudslide in this storm, when the storm first got cranking, knocked the train off the tracks. inside those cars were cleaning supplies and other chemicals. hazmat teams looked at the cars derailed there. there's been more mudslides in area. seems to be no problems with hazardous materials. and this is l.a. to anaheim. this is disneyland. thousands of people lost power. the good news is, today disneyland is back in power. but watch how this storm moves across the country. seven states have blizzard watches or warnings. winter weather, watches and storms, from green bay, all the way to goodland, kansas. denver, you're on the edge of this.

this starts today and goes all the way through tonight. chicago, it is likely you'll pick up your big snowfall after the day today. it's mostly a rainy event today. we'll go over every inch of who gets snow. and also, who gets strong to severe storms. as george pointed out, there will be a possibility in these storms of carrying one or two tornados. so, we'll do all that in just a second. elizabeth? >> thank you so much. now, to the debate over gun control. and what many are calling in this country a watershed moment in the wake of the massacre in newtown. some stores are pulling certain guns off their shelves. and president obama is set to make a major announcement this morning. abc's pierre thomas joins us now with the very latest on this story. good morning, pierre. >> reporter: good morning, elizabeth. in just a few hours, president obama takes the first steps to make good on his vow to respond to the massacre at newtown. he will announce that he is directing major federal agencies to come up with answers to address the scourge of gun violence. this morning, after days of

silence, the nra, the nation's most powerful gun lobby, announced that it will hold a press conference on friday. and they say they're prepared to make meaningful contributions so tragedies like sandy hook never happen again. are we in the precipice of a sea change? about how this nation deals with guns? >> why the hell can you buy a weapon of mass destruction? that's what it is. that's the first thing that should be gone. >> there have been 70, 70 episodes of school shootings in the united states, since 1994. good lord. really? i mean, should there be that many? >> reporter: big-city mayors and one of the nation's biggest police unions have called for a ban on assault rifles and high-capacity clips. and for some longtime allies of the gun lobby, this week was a tipping point. >> never in my life did i ever think we would have 20 children slaughtered. so, it changed everything. >> reporter: there's signs this morning that everyone, including those that sell guns, are reassessing. at least for now. walmart has stopped online sales

of the bushmaster rifle used in newtown. dick's sporting goods has suspended sales of certain assault rifles. an investor in bushmaster said it's pulling out. a change on such a decisive issue never comes easy. >> the second amendment means what it says. you're really blind to the role that plays in enabling murderers to operate with impunity. >> yeah. i know why sales of these weapons have been soaring in the last few days. it's down to idiots like you. >> reporter: the fierce debate continues. still, the killing of children in cold blood is gripping the nation as few events can. and it's forcing a hunt for solutions. george? >> it certainly is, pierre. okay, thanks. let's get more from jake topper at the white house. the president's big announcement. we know he's going to put the vice president in charge. and he wants this task force to move quickly. >> reporter: that's right. we expect an answer of what they come up with some time in the next few weeks, probably in january some time.

president obama will come to the brady press briefing room at 11:45. today, brady, the presidential press secretary who was shot in the assanation attempt or ronald reagan. the white house has signaled they are ready to support a man on certain types of semiautomatic rifles. they are ready to support a ban, perhaps, on certain high-capacity clips. and, of course, closing the gun show loophole. but this will produce even more suggested revenues, george. >> okay, jake, meanwhile, on the fiscal cliff, only 13 days away from when everyone's taxes go up. the talks between the white house and speaker boehner seem to have stalled. and now, the speaker proposing this plan "b," extending tax cuts for everyone earning under $1 million. does the white house still

believe they can get talks back on track? >> reporter: the white house believes, according to officials i spoke to this morning -- they believe they're on the cusp for an agreement, but for the plan "b" that house speaker boehner introduced. they think throws a wrench into the works. they think they're close to a deal that would have between $1 trillion to $1.2 trillion on the table. >> okay, jake, thanks very much. let's get the rest of the headlines from josh. we're going to begin with some breaking news overnight. the independent panel investigating the attack on the u.s. consulate in benghazi, libya, has issued a scathing report, finding what it calls schematic failures at the state department leading up to the tack, which took the lives of chris stevens and three other americans. abc's martha raddatz, who has read the report this morning, has the details. >> reporter: good morning, josh. the report calls the security in benghazi grossly inadequate, despite repeated requests for increased staffing.

the report also cites poor leadership win the diplomatic department. saying certain senior state department officials demonstrated a lack of proactive leadership and management ability in their response to the security concerns in benghazi. hillary clinton has already responded to the independent review, saying she will adopt all 29 recommendations, including additional marine corps security guards. but there's one conclusion that also stands out. the board determined that those u.s. personnel on the ground in benghazi performed with courage and willingness to risk their own lives to protect their colleagues in an impossible situation. josh? >> certainly important note to make. martha, thank you for that. some disturbing, new details about one of two florida brothers charged with plotting a terror attack here at home. authorities say 20-year-old raese qazi of ft. lauderdale,

described as a lone wolf terrorist. inspired by al qaeda. he traveled to new york last month to scope out times square, wall street, broadway theaters, among other venues. and was able to escape fbi surveillance during his trip. investigators say he intended to carry out an attack with a bomb but ran out of money. we're just getting word right now that robert brock has died. a legal scholar general brock was nominated to the supreme court by president reagan in 1987 but was rejected. he died from complications of heart disease. he was 85 years old. another big bank is in big trouble today. ubs has agreed to pay a $1.5 billion fine for manipulating a key global interest rate. the new ceo described the behavior dozens of implicated employees unacceptable, end quote.

unacceptable, perhaps, also what many users of instagram have been saying the last 24 hours after the photo-sharing service changed its privacy policy. it seemed that instagram would allow advertisers to use your photos without your permission and without paying you for the privilege. after a fierce backlash, instagram is looking for a do-over, of sorts. now, admitting the language was confusing. it never intended to sell users' photos to advertisers. and said they will explain it all. and the wild crash caught on camera. take a look -- a miracle no people or animals were injured. that's a truck filled with livestock. watch, all the livestock, as this truck spills over, spilled out, they all walked away. >> how is that possible? >> as did the driver of that truck. again, nobody seriously hurt. >> the cows are okay? >> the cows are okay. >> thanks so much. we're going to turn now to the latest from newtown,

connecticut. six more of the victims from friday's massacre will be laid to rest today. as life slowly begins to return to normal for most of the other students in that school district. but in a community still on-edge, another threat kept an elementary school closed. amy robach joins us, now, from newtown. amy, hard to believe this jarring development, happening a week later. >> reporter: it is a difficult situation for everyone here. and we know that the mourning and the funerals continue this week. one of the many reasons why sandy hook students will not be returning to school until after the holidays. in fact, the school superintendent just told me they are planning on january 2nd. that said, newtown public schools are in full swing today. we've seen dozens of school buses driving through town. but those schools are certainly still facing many challenges bringing their students back into the classroom. this morning, parents of sandy hook elementary students say their children will return to school some time in january. relocating to this empty middle school about seven miles away,

with a newly-installed security system. on tuesday, tractor-trailers brought desks and supplies. school officials going through great lengths to re-create their former classrooms. right down to the very last crayon. that precision, designed to help comfort sandy hook students, like 9-year-old david uhl. >> i am just having a hard time going through all this. >> reporter: more of newtown schools reopened on tuesday. but an unspecified threat against the head o'meadow school forced officials to cancel classes for the day. meanwhile, school busses dropped children off at home. across the street, others were laid to rest. this tiny white casket, carrying 6-year-old james mattioli, a boy who loved to sing in the shower.

also, laid do rest, jessica rekos, who loved sea horses and orca whales. >> i'm watching a sea of people leaving a funeral for a child. and another sea of people awaiting the next funeral. >> reporter: victoria soto, the 27-year-old teacher, remembered for her heroism. >> she was protecting her children, who she loved very much. she didn't call them her students. she called them her kids. >> reporter: today, services will continue for six other victims, including sandy hook principal, dawn hochsprung. and with students struggling with all of this tragedy, the school superintendent told me the focus this week inside the classroom is not academics. it's about discussing what happened, how they're feeling and healing. george? >> that is important. amy, thanks very much. now, as we continue our search for solutions after this tragedy, a deeper look at school security and what it will take to reassure parents their kids are safe in the classroom. abc's alex perez takes us inside one school sparing no expense for safety.

>> reporter: the security measures at middleton elementary school in suburban chicago begin the moment you set foot on campus, with this camera-equipped doorbell. the visitor rings the doorbell. and the person inside can see us. >> they can see you. they can see what kind of mood you're in. if you're angry. >> reporter: once in, you can only get as far as the entryway. how are you? the front desk then takes my i.d., scans it and performs an instant criminal background check, using a security system called raptor, one that has already spread to 8,000 schools across the country. after you pass a second set of locked doors and enter the school, your every move is watched. on monitors in the front office, and by administrators on their smartphones. they have invested more than $175,000 over the last two years, beefing up security at the three schools that make up this tiny district in skokie, illinois. >> but i don't know that there's

too big a price tag on keeping your kids as safe as they can absolutely be. >> reporter: protection is key. classroom doors open inwand and lock from the inside. eliminating the need to step out of the room if there's a threat in the hallway. every measure of security counts. like having cameras spread across the school. even these barriers to stop cars from getting too close, just another way to protect the school from every angle. all of these security measures buy you time. >> every second counts. >> reporter: when seconds mean precious, young lives like these fourth graders, she says the extra security is worth it. >> i think anything we have to do, we have to do. >> reporter: and this school district isn't done yet. after sandy hook, they're also considering installing bullet-resistant glass. >> the truth of it, what we cannot afford is a terrible incident. >> reporter: for "good morning america," alex perez, abc news,

chicago. >> we're going to stay on top of all of these solutions. we're going to switch gears now to a video that's going viral overnight. wait until you see this. it appears to show an eagle swooping in and grabbing a baby, and lifting the baby up for a few seconds. don't worry, the baby is just fine. but it raises the question, is this real? abc's rob nelson takes a closer look. >> reporter: take a look at this video. >> oh [ bleep ]. >> reporter: look again. is that an eagle snatching a baby? in this video that has gone viral overnight, watch as this bird, thought to be a golden eagle in a park in montreal, apparently tried to kidnap a child via airmail, carrying it several feet in the air, while seemingly stunned onlookers chased after, before drops its prize and taking off. maybe its eyes were bigger than its stomach. it sounds like something straight out of a hitchcock film. or from the sandra bullock movie "the proposal."

or maybe it's just an angry bird. so, real or fake? the debate has already heated up on the internet, with several twitter feeds claiming to be the eagle. overnight, at montreal eagle wrote, i just wanted to test the strength of his overalls. dude, i thought it was a hobbit. and perhaps most telling, if i knew i was being filmed, i wouldn't have done it. seriously. do i look that stupid? stupid, questionable. but one thing is for sure, this video will go down in viral video history. for "good morning america," rob nelson, abc news, new york. >> i don't know. i find that kind of upsetting to watch. i was worried about -- there were hawks in our park. and i was worried about the hawks when my babies were newborns out there. >> absolutely. >> that can't be real. >> i think it can. i totally do. >> sam?

remains supportive but grief-stricken. >> i wasn't there to protect my wife when i needed to be. and i wasn't able to get him home for his sister for christmas. it's not been a good year. >> reporter: the evidence was mostly circumstantial but troubling. >> he never asked what happened. >> reporter: jurors didn't believe massive blisters on pyne's hand came from an injury on the job, as he claimed. >> can you verify you left at 1:30. >> reporter: they did buy the prosecution's motive, that jeffrey pyne killed his mother after years of pent-up rage. many refused to believe the star athlete and student was a murderer. but experts told juror, the extreme violence was consistent with a killer deeply connected with his victim. the defense never called a witness. pyne never took the stand. after the verdict, his lawyers sat stunned. >> i could have been knocked off with that verdict. >> reporter: speaking on ruth

pyne's behalf, her surviving sister. >> this is a heinous crime. ruth pyne was a victim. >> reporter: now, it's up to the judge. if he's lenient, jeffrey pyne could get 8 to 12 years. if he's not, he could get life behind bars. for "good morning america," john muller, abc news, new york. now, two bank robbers who staged a daring break-out from federal prison in chicago. tying bedsheets together to hong out of a window to make their getaway. >> amazing how they were able to pull this off. the two inmates who have been on the run for 24 hours, are the first to escape from the federal facility in over 20 years. overnight, we learned more details on how they escaped, fooling the guards, giving them a possible nine-hour head start. this morning, a massive manhunt is under way in illinois, for

two cell mates that plotted and pulled off a brazen escape slyke something out of the movies. the duo tied up bedsheets into a rope. in the real escape, they added a makeshift harness to repel down this penitentiary in downtown chicago. >> they gave it a lot of thought. >> reporter: according to court documents, joseph banks and kenneth conley, were last seen locked up at 10:00 p.m., during a headcount. it's believed the two stuffed their clothes in the shapes of bodies, and broke through the wind, shimmying out a hole only inches wide. and scaled down the side of the building, at 20 stories up. at 7:00 a.m. the next morning, when employees arrived at work, they noticed the sheets dangling from the building. conley and banks were missing. >> we don't know if they're armed at this point. but we consider them armed and a

danger to the community. >> reporter: this guy, banks, is one of the most successful bank robbers chicago has seen in years. here he is, jumping over the counter, wearing what is believed to be used clothing. earning him the name the second-hand bandit. court records reveal, after more than 20 bank robberies, he got close to $600,000, with the feds still trying to recover more than $500,000 of it. with all that money unaccounted for, the duo could be using it to help them get away. just hours after the escape, the fbi said they stormed into a house south of chicago. no one was there. but the fbi believes they missed banks and conley by just a few hours. but now, authorities say the trail has gone cold. >> they have to be getting help from somebody, right? don't they think? >> they don't know. but with all that money out there, that could help them get away. >> thanks so much. let's turn, now, to sam champion, for a look at the nation's weather. so much going on this morning, sam. >> so much. and will for the week.

we're starting winter. by the time we get to friday. we're also beginning the big holiday travel time. a lot of people are asking, where is the snow so far this season? who gets it? who doesn't get it? we put it in one convenient map. you don't have to leave the chair in the living room to get the information. look at northern new england. we already got up to 20 inches of snow in some locations. in northern new york state, vermont, new hampshire, into mai maine. by the time the next system pulls through, we might have 30 inches of snow in the mountain elevations by the holiday week. this is who gets -- chicago, all-rain. but you get snow on the kickback, once that storm passes on through. and there's a big line of severe weather in the deep south. this is where the gusty winds continue today. that's where the storms are rolling.
